1. Owing to persistent complaints from members of the public on the activities of the Special Anti-robbery Squad of the Nigeria Police, in particular, several allegations of human rights violations, the Federal Government of Nigeria had requested the National Human Rights Commission to constitute a Special Investigation Panel to investigate allegations of human rights violations against the Special Anti-robbery Squad of the Nigeria Police and to make appropriate recommendations on its restructuring. The Panel which shall submit its report to the Presidency within ninety (90) days of its appointment comprises the following membership:

a. Executive Secretary of the National Human Rights Commission as Chairperson;

b. Representative of the Civil Society;

c. Representative of the Police Service Commission;

d. Representative of the Public Complaints Commission;

e. A retired Police officer of high repute;

f. A secretary from the National Human Rights Commission.

2. The terms of reference of the Presidential Panel are to:

a. Investigate the veracity of allegations of human rights violations and abuse of power made against SARS within the last two years;

b. Independently review and render advice on any value added by SARS from a public safety and security perspective; and

c. Make recommendations to government on:

i. The steps that may be taken to reform or restructure SARS;

ii. Measures to be taken in respect of operatives of SARS, if any, found in violation of human rights of citizens;

iii. Remedial steps that may enhance the professional conduct of SARS operatives and other members of the Nigeria Police; and

iv. Any other recommendations that may be considered appropriate.

3. Memoranda are hereby invited from members of the public in the following categories:

a. Allegations of human rights violations and abuse of power against operatives of SARS (2016 to date) from all the states of the Federation, including the Federal Capital Territory using the following format.

b. Recommendations on how to reform or restructure the Special Anti-Robbery Squad in particular and the Nigeria Police in general;

c. Recommendations on improvement in public security and safety in Nigeria.

4. The Special Investigation Panel is constituted pursuant to relevant provision of the National Human Rights Commission Act of 1995, as amended. The procedure of the Presidential Panel shall be guided by the National Human Rights Commission Act 1995, as amended and the Standing Orders and Rules of Procedure (2013) as well as other relevant rules of procedure as may be deemed appropriate by the Panel.

5. Memoranda should be submitted in twelve (12) copies and not later than Friday 14 September, 2018.

Chairman Presidential Panel on SARS Reform Tony Ojukwu Esq has clarified media reports on the recommendations made by the Panel to the Federation Government.


The National Human Rights Commission (NHRC) has called on the Federal Capital Territory (FCT) Police Command to take steps to decongest Police cells to avoid further violation of rights of suspects whose detention have needlessly been prolonged.
