The Ag. Executive Secretary, NHRC Mrs. Oti Ovrawah has commended troops of Operation Lafiya Dole for their efforts at degrading Boko Haram to the present level of impotency as the Commission partners with the Theatre Command Headquarters in promoting human rights accountability in the North East.
Mrs. Ovrawah who was represented by the Director Monitoring, Tony Ojukwu Esq, stated that the Commission was pleased to acknowledge that the Nigerian Armed Forces is already conscious of the need to carry out the counter Insurgency Operations with utmost respect for human rights as it is beneficial to both the military and the civilian population.

The representative of the Ag. Executive Secretary made this statement at the Headquarters of the Theatre Command of Operation Lafiya Dole during a visit with Human Rights Agenda Network and other human rights organizations. This visit was part of an advocacy on the project on promoting human rights accountability in the North East which is being supported by the European Union.

He noted that the quarterly human rights dialogue between NHRC and the Nigerian Military has further enhanced the human rights disposition of the military urging the Theatre Commander of Operation Lafiya Dole Major General Lucky Irabor, to leverage on the existing partnership with the Commission in ensuring that human rights of every citizen are respected in the daily activities of Operation Lafiya Dole.

The Theater Commander, stated that respect for Human Rights is an institutional and moral obligation for troops who are currently involved in the counter insurgency operations against Boko Haram terrorists in theNorth East Nigeria

Major General Irabor further stated that provisions of the military's Code of Conduct and Rules of Engagement are testimonials to the professional and positive disposition of the Theatre Command and its troops. Adding that these are in compliance with human rights and international humanitarian laws.

He also pointed out that compliance with Human Rights laws and other laws of conflict have been brought into the mainstream of training in the Nigerian Army, acknowledging that aside the Code of Conduct which has been adequately distributed to troops, the Nigerian Army has also established Human Rights Desks at the Army Headquarters and all other military formations.

He assured the Commission of the willingness of the Theatre Command to partner with the Commission in promoting human rights accountability in its operation's in the North East.
